What is the scale of this map if 9 millimeters on the map represents 900 millimeters in reality?

Quite simply, map scales are a ratio of the map measurement to the measurement in reality.

So our scale, or ratio, of map to reality, is 9 millimeters to 900 millimeters.

If we simplify, that's 1 over 100 or a 1 to 100 scale.

This math skill teaches how to calculate the scale of a map by expressing the relationship between a distance on the map and the corresponding actual distance as a ratio, which can then be simplified to find the scale.
