Let's use ten groups to add the 9 at the bottom to the 18 that are already in the ten group

We can complete a ten group if we take two of the bottom ones and move them up.

Now we have 2 completed ten groups which would be twenty.

We're left with 7 at the bottom. Let's add them to empty ten group

So we have 7 in our last ten group

Ten, ten, and 7 gives us a total of 27. So 18 plus 9 is 27
